Definitely water taps here, look around near playground. Not on toilet block. Thank you Casterton, I love supporting RV friendly towns. Visited the pub too, great town.

No working taps at the toilet block (handles missing) Found a working tap at rear of brick bbq pavilion on other side of track. Water is a dirty colour. I wouldn't drink it. Fresh water available nearby at dump point near caravan park.
