Found it thanks for your help. On the left hand side of the public toilets ( men's side) behind a white panel fence with a latch. At pedestrian crossing.

Tricky to find but it's there. Just past Foodworks & in between the two parts of Burrum Heads caravan park. Council run so it's for everyone.

Good description, review below Super hard to find - even after reading how hard- still thought it just wasn't there :) It's hiding behind 5ft white timber gate, 2m to left of mens toilet- best park for access is just before pedestrian crossing
